Bell Potter were just saying that to get the commissions. Now the underwriters are overexposed, and need to get rid of stock.
Usually they make huge profits on raisings, so this won't make much difference to their big picture and bottom line. But if they don't sell now, they are taking a big risk that it will continue to slide.
