if there is ever been the right time it had got to be now - material needed for magnets which means electric cars , sever dependence on China for rare earths and Joe Biden being pro environment and NT giving go ahead to other mining projects (the recent one involving copper and KGL) has to be some good signs of this getting off the ground. the more players in the area the better infrastructure to get the ore out there will would be one of my thought also.
