We've just had headline news here in NZ that, due to inefficiencies in the current operating software of the health system, the NZ taxpayer has been subsidising prescription costs of tourists and foreign nationals for the past 20 years. Millions of bucks.
And the current system can rectify this problem.

So there's plenty of wiggle room for IBA over this side of the Tasman.
