So what the issue is did BESTWAY use that..? DFS to make a decision...hmmmm
and also that DFS would be out of date...?That the costs could not be obtained with that DFS
Now who was going to build the railway and port wouldn't they have their own cost for that project
Just hearsay argument that has no merits
