We can only guess given that we don't actually know the reason for or who originated these trades. I speculate the cross trade at 0.0345 was just retail buyers and sellers at the same broker being reconciled on market and the sell order was someone going short at 0.035.....
At less than $1600 as you say this is "chicken feed" so it is most likely just a coincidence caused by retailer actions, not a manipulation conspiracy of broker origins. Brokers wouldn't get out of bed for these sums let alone manipulate imo.
