If GWR gets up to $2.08 as you predict, why on earth would anybody take the FAS offer. FAS shares would have to be worth more than 33c before people stopped tearing up the acceptance offers and even read them. So, unless FAS doubles in SP or even higher people would be just stupid to accept. FAS will also struggle to loan money to buy any more shares.
