    IIN and the others will have to invest in what Telstra plans to do as Telstra owns the lines, they have no alternative. When the airlines upgrade their fleet, we all pay for it over time; same with roads, railways, and all 'utilities'. Telstra may be forced to seperate their copper half and their tech retail half. If that happens, the ISP's may be asked to become major shareholders in a semi monopoly. All this can only happen when the government is paid out. However I do feel the ISP's will be forced to cough up some money for lower rates.
