While anything is possible, this is a very unlikely reason for the USA results.
One thing I don't understand is why the error bars decrease when the data is transposed from absolute to percentages. Looking at the absolute numbers, the error bars overlap including those of the Australian trial. The results to me just look like regression to the mean (patients initiated treatment during a flare up) with major noise with no evidence of a treatment effect.
