Going broke covered it above. The 20% failure rate is because of people dropping out of courses (usually external issues). You should also speak to people running the courses (ie the trainers/teachers) and the people attending the courses - after all, it's all about them.

If you're going to try privatising a system, then you should do it properly... cut government assistance and let the market decide where the shortages are... government propping and shareholders feeding of it is just not on imo.
