I suspect that the impact of the roaming win is far less than the impact of a loss would have been because the smart money expected them to win all along. It wasn't predominantly the roaming issue that caused the share price to fall 20%+ over the past twelve months. The main drivers were Penn's detailing of the impact on the NBN on earnings a couple of years hence, the announcement of a $3 billion network maintenance spend and, of course, likely margin compression and possible loss of customers due to the proposed TPG mobile network.
