Guessing it was Global X. They've added about 800,000 shares in the last week for their URA ETF.
That said, someone is consistently dumping huge amounts of shares around 29c, go back over the last few weeks and always big dumps of shares of around 400k (in qty), then today someone dumped a huge amount (800k) or possibly a smaller amount that triggered stops. Eitherway, these people dumping these reasonable amounts are certainly holding it back a bit a long with overall market sentiment.
It's time will come though.
