Just to add to this - shorts are unwinding frantically - ie, they are controlling the upside currently, so they don't get ripped apart...ie, that 0.19cent line. Entire sector is unwinding shorts. So buying now is a good move (not financial advise...but you know). Also, end of month with all the ETF rebalances URA, etc - good chance you see some big volume come back through the sector; which will be the final closures of short positions (circa 2 weeks) - that is my suspicion.
