I have a different view. in order to get big fish on the hook you have to use enticing bait. when the investors are set at the right price they have the ultimate incentive to make it work. it would be vastly different if they were selling back into the market, but I am assuming they are not.

given this simple scenario I see this as a reward to the Sheriff for deeds he has yet to complete. Honour and saving face are paramount at this level. it's not about a quick turn.

When you understand the culture with respect you will understand the strategy in place.
