Do people have a similar case to answer for if they suck people into buying a stock by saying that it will be $1 in 12 months or 15c by the end of the week or using innuendo that there is “big news” is in the trap and it turns out to be just an MOU to continue paying consultancy fees to their technology provider?

I would suggest that if what we saw yesterday was a pump and dump using this “news” as bait, you might want to consider selling as the stock manipulators may have ended up with more stock than they want and the T+3 settlement day will be Friday.
