He only made the Hall of Fame in 2005 so it's a bit early for him to be made a Legend. There are only 22 Legends.
The number of Legends is a fixed ratio to the members of the Hall of Fame (not sure what the ratio is) so some years there is no Legend apppointed, like this year.
He was held back from standard member for 5 years - earliest he could have been nominated was 2000.
I would think that it would be a few years at least before he gets Legend status, if ever, as his involvement with the tragic death of a young girl still resonates with the community.
