As far as i know if the suspension was because they were having financial problems it would have needed to be reported to the market. It does make me think that it is not a plant expansion as that would not need a suspension.
It is more likely that they have found a distressed company and want to make a play for some or all of the assets or something along those lines, this is purely speculation on my part.
