I think this in addition to the China incident raises some serious questions about management culture. Reckon this is worse though as it's a breach of Australian laws.

They need to replace all board members and the management team with new people. I think that these two discretions should be enough for the company to lose their gambling licence.

Lose of gambling license for a minimum 5 years, as financial penalties are treated as a joke.
That way the company will still be operational as an entertainment centre for this period.
