Does it have how many open shorts there are or just daily shares sold short. The more open shorts, the bigger the bounce when a covering rally occurs so I agree volatility is increased.

Shorters generally do their dough more often than long traders, as the general trend of the market in history is up. You have to be a very good short trader to make headway, or one that spreads false rumours or other FUD. In the latter case, the karma police will sort that out a bit later on.

Whatever the case, for long term holders, we may see higher lows for FMS over the next few months, the intra-day or week may turn out to be noise.
