My understanding is its a way to buy or sell large number of shares without causing large swing in sp. If you place a buy or sell for 10 million at market the price jumps but if you just keep buying in $50 increments you get what you want without moving sp, unless you keep doing same for weeks then it has to slowly move one way or the other.
I think it should be illegal if the average investor cant do it as well, its supposed to be an even playing field.
