The 'smartmoney' is sitting waiting for a permit to be issued. Unlike us long term believers, the smartmoney will not assume the same level of risk that we have i.e. that something goes wrong - even though that seems very unlikely.
I don't see much change until the permit comes - at that point the smartmoney will start the gold rush.
Have been waiting since 2007 - can wait some more.
