It's not a consumer orientated hotel. It's set up purely for large groups / families for 1-2 day gambling trips - mostly from China where you need visas to cross the border and junket operators set this up. It's easier.
To market the complex in China as a resort would just cost too much. It's much more efficient to tap into the network of junket companies who already have a steady flow of clients.
Hence why we only spend $20m a year in fees to these companies. And pretty much get a steady flow of gamers. Less risk this way.
Im sure if you wanted a room you could call and get one. 25% are already being rented out annually though, maybe they will have to expand...
