My take it that is a low profile stock with extreme illiquidity. Most of the sales are probably just forced sales to patient accumulators. This is bottom draw material. In some ways its better to have low interest rather than day-traders and short-sellers swarming over it when its this illiquid.

Incredible value at these levels. Unfortunately, with a low profile and no impending announcement there is just no chance to get any momentum...I am in not rush...I just put in low-ball orders and hope they get hit. Next quarterly or the formal granting of patents the only foreseeable announcements.
