Ok, Its not concrete, its only a Unions idea.
Namibia is a poor country, and have always struggled. Which is why the government are screaming for foreign investment, especially from China. Who up to last year have invested so far if i recall $280 billion.
Can you see a local Union dictating to government. partially maybe, but not 50% local ownership.
