From the sounds of it the 'comparison' of capex may not be complete apples for apples.
The analysts the wrote the paper noted that LPIs capex estimates are more realistic than some and are based on DFS when other are not as advanced. I find this comporting, the chance of capex blow out is lower. DISPITE this high capex the NPVs are very very strong.

The DFS will be updated this year, but the plant they are planning to build is the plant in the DFS.
