It does look like a bit of side stepping from the CEO but nothing unusual there... I followed the link to the Chilean EPA - it appears that the Committee agreed to consider the 'Recurso de Reclamacion' from some locals who are all represented by the same lawyer (see link). So it's not be the whole community who is against the project but rather a number of locals.
One 'Recurso de Reclamacion' is indeed from LPI and aimed at clarifying some of the requirements in the Environmental Approval.
It could be that all the claims are being treated together by the comite and hopefully this will happen soon and we can move on!
