    What a word salad from Nicolas Grau. Reading between the lines it comes across as a recipe for National control of Lithium where private companies get to contribute knowledge and investment but not be able to control anything:

    Another negative bomb dropped on LPI.
    It seems like the general idea that Chileans have about the state is very different from the West. They are a distinct culture where citizens don't believe in Capitalism. It has to be a form of socialism otherwise it won't fly with the public. I think Grau is saying that private companies will only be allowed to participate in the actual mining component but not as the owner. The problem is that the National Lithium Company will not have the expertise to mine lithium but Boric et al will expect them to hand over their holdings to the state and do the mining and then hand over most of the profits to the useless state enterprise. Codelco, the state-owned copper company, is $US18b in debt. Unless the private companies can become autonomous enterprises, this will be a huge failure and end up in the courts again imo.
    No wonder Chile has a GDP of only 20% of Australia but a population of 80%.
