Yeah - I think the information so far is very light on detail.
What "control" does the govt. envisage - majority shareholding stake? How do they acquire this?
What control over day to day running do they want?
What "protection" do they want for wages?
What extraction method will be enforced - direct extraction?
What do the indigenous population want out of this?

Until concise details are disclosed to many questions I am on the fence on this one.
