When the volume comes back and everything wakes back up = when the charts have value. They're also good to find the peak of a run upward. To a very long term investor charts have no value, especially on small market cap stocks they believe will end up becoming a producer. The charts i was doing as we were rising to 10 cents for instance, I was factoring in more good news based off bullish flags etc appearing on the chart and could then see the next targets of resistance based off the history of the chart... How we performed on those resistance, then support points is what lead me to continue to hold on-top of the fundamental information being received in announcements.
