Not quite .the executive put their policy into law with amendments from the cross bench ,then it is challenged in the courts by Green and native title activists in the courts.
It took the Adani mine 10 years to get started ,despite backing from the then federal government ,and blocking from the Queensland Labor government, and cost Federal labor the election, as they were opposed to it as well.
So yes it is a function of the Executive ,but the reality is that the Judiciary often says otherwise,
