Vanguard hold because they have an index fund over the ASX 300 that needs to match the index weightings. They dont care one way or another what stocks they own they simply track the index weightings. They may be allowed to borrow stock to lenders who can short as a means of generating revenue underlying holdings but i doubt they can short themselves.
