It is not that simple and for the cost to come down it would be Li is cut out and a cheaper battery source is found most likely. You cannot mine Li cheaper than at present as it is labour intensive and capital intensive and as for car manufacturing there is no real downside here as this has been refined over 115 years already. The Battery adds $10-20k cost to a car, plain and simple and this has to be paid by the consumer.
