Not only should shareholders see the DFS, but other interested parties would want to see it before making a bid.
To lock that up, as PLS has apparently done in the agreement, would be very precarious legally.
If a third party approached, then the BOD would be obliged to release it, otherwise there would be collusion, to the advantage of
certain parties, and to the detriment of SH and genuine third parties, who could make a superior bid .
