There's not one capable analyst in all levels of the Australian Government.
Their analysts exist just to take home their pay packets, lazy working hours and big super packets, and they'll "pork the numbers" to do it... nothing is safe.
I have observed over the years, that if any projects are touted, well publicised by local, state and federal governments in advance of them becoming productive, you'd do well to stay away from them.
Just another watch-out among many.
