Sort of found a next best thing solution... Can left click mouse on that area in the chart where I marked X and just drag up and down and it will bring the S/R lines already in place there. I don't need to see the 2015 most of the time anyway, seeing those S/R lines is enough and i'll just go back if I need to.
If that doesn't work, unticking Auto scale and then that should enable the dragging of the Y axis.
