I think it's more simple than that, everytime the price tries to break to new highs the shorts step in- rinsing and repeaing pushing downwards until people give up on an uptrend, just go to shortman.com, look at the chart and correlate increase of shorts to every high for the past 2 years.
Same crap was happening at 2.8-3.2, same thing is happening now.
