The market may have been expecting a cap raising as the more logical choice than farming out at this point. See previous share price history and CR's. DW has always been prudent in not diluting the asset. In fact he and PB have dramatically increased it.
Can't recall if DW has already clocked up for this FY the % not requiring a vote. Heck it's 2017-18 already... no problem.
