Of course they are doing shut-in because there is a problem. We are trying to get oil out of this reservoir - it hasn't happend - why - because there is a problem - what could that problem be - we don't know, they are trying to work that out right now. Could the problem be water blocking oil - yes - hence shut-in.
I am finding that people want to look at things through rose tinted glasses and it's annoying. People only want to look at the positives and block out any negatives, even when things aren't going smoothly. Have mercy on your sole if you post anything somewhat logical but negative. (Not pointing the finger at your post - your post is fine - just you are ignoring the fact there is a problem).
A problem could be something easily resolvable - don't be scared of the word 'problem'.
