Seems very strange that approval is even considered for a product that hasn't been put through the same trialling process as the 'out of State' VTI technology, and that it suddenly pops up as a contender at the last minute. Presumably if it was so good, cheap and sufficiently advanced technology to consider approving then wouldn't it have been around for a while and known about as a potential solution.

The bona fides of this Ecotite seem a bit dodgy, but the very fact that it is being mentioned at this late stage as an alternative is ringing a few alarm bells for the chances of VTI picking up the I-99 contract.

I certainly hope it comes to nothing and they do get the main clean-up job. Given they have been given a big tick of approval by the US EPA for their technology, it would be an enormous set back to miss out on this high profile job.
