I'd suggest reading a little bit on the History of the Karowe mine, the length of time it took to prove it's kimberlite as commercial and the processes taken to arrive at a decision to mine.
Feel free to have a read here.
Bulk sampling of targets, occurred over a 3 year period and require $35 million worth of capital.
Now ask yourself where Lucapa is, it has priority targets. Once a target is confirmed, it needs to be tested.
Worth doing your homework.
