Gina can't do anything unless Tim is onboard, so you need to get inside Tim's head to know whether your TO theory and price expectation has any merit. If anyone is anchored to $3, it would be Tim more than anybody else, given he has the most to lose/ gain.
My thoughts are this moment in time has passed and he has moved on. If anything, Gina's presence has probably given him and the BoD more steely resolve to execute the project better than ever. Recent actions show no indication that Tim and Gina are on good terms. I don't expect Tim would roll over easy and hand over his crowning accomplishment. If you are expecting an easy takeover, you maybe disappointed.
Place yourself in his shoes. Money has started to come in. The prospect of dividends may not be too far away, and his dividend stream would be ginormous, easily enough to appease himself for missing out on a $3 payout. Tim also has extended family and friends invested in the company, and he'll be thinking of them in any decision he makes. There is also the question of this company being his legacy.
In summary, I think the prospect of a takeover is getting less and less, unless we receive a knockout punch, or market conditions deteriorate to such an extent we are left with no options. If you believe the latter, you wouodn't be invested here.
