Just like how ICE cars would refuel, they will have to use a charging station. But problem here isn't EVs but lack of infrastructure for charging EVs. It is not a problem without a solution it could be easily fixed lot cheaper than cost of network of servos for ICE vehicles.
People who live in high rises in cities already being catching electric metro trains and trams in Australia for over 100 years. Electric isn't new.
