The other scenario is a broker may have been appointed to canvass institutional interest in a capital raising ? it wouldn't be the first time a stock gets heavily shorted in the knowledge they can cover off market with their placement allocation .
or maybe its just a pure coincidence when that has happened in the past with other stocks
