Is always not a good look by using scope changes (AKA optimisation) to camouflage the cost blowout of the project.
Hope the management learnt the lesson, stick to what you set out to do.
The SP will be bashed from pillar to post should this occurs again, the management have created a paradise for SHORTRES to fester here.
Naturally, the shorters will disappear should the project is managed well and prudently - close to time and budget over time.
