As the AVB Executive Director with responsibility for Brazilian legal, licensing and regulatory matters Azeveno almost certainly gave the thumbs up for the Centro deal.

In the 2016 announcement referenced above AVB says that Azevendo (FFA Legal) 'estimates that this process will take between 4 to 6 months.'

So Azevendo's considered legal opinion appears to be that the suspended licences would be lifted by early 2017.

Currently, permitting targeting completion in H2 2018 (note: 'targeted').
