What language? Expected? ThAt means exactly what it says. They expect it. That's not certainty of language, if they said it "will" be then that's different. If I say to my wife I expect to be home at 7pm I don't think it's ok if she goes crazy at me when I arrive home at 7.15.
I think you are just furious with this company and looking for reasons to throw mud. I'm sure you have your reasons and can probably find fair much, but I do not agree this is yet one of those. Perhaps if we are still waiting in a week it might become fair game.
