    I am pretty sure these guys - http://www.vemco.com.au/News---Publications/Voluntary-Admin

    hold the coal allocation for HRL according to Vic Gov site. They also appear to have a current mining license.

    Mantle's EL5210 looking better all the time from a "prospective LV brown coal project seeking coal" perspective IMO.
