The carbon tax IMO is the similar scare tactics used before for water in Melbourne ( to support the desalination plant ) , and the cigarette tax , to copy with the rising hospital expenses as the life expectancy rises , and the cancer rate is 5 times greater because the life expectancy.
Having cars running on nothing , can't make money ( the government ) . Money has to come from somewhere . Prices of power up , by ...lets say 100% , down later by 20% , then 80% gains to government , ALL HAPPY , and life will continue .
