LVT - Valuations, page-14

I have come here reading through all the posts as considering to purchase.

Questions I have are:
1 At this point why are they still relying on cap raises which dilutes the shares, and therefore pushes the price down due to increased supply?
2 Is there an issue as to why they could not raise capital in other ways such as a loan?

It would seem they are not too kind to their shareholders, as their income now would surely make it feasible to seek funds from other avenues. I might be missing something here, so looking for clarification.
