Given the history of REE recently where a boom cycle saw lots of companies seek alternatives to REEs resulting in a collapse in the market, China will be looking to control the price growth rather than risk a repeat. I believe the massive run up was also hurting the magnet manufacturers who could adjust to the prices so quickly (that was in an article posted on here).
