According to Avalon's latest presentation on 2/25/2014, they need to raise 1.575 billion CAD and will have an operating budget of 265 million CAD per year. I'm not sure how long it would take to build, finetune, optimize, etc . http://www.avalonraremetals.com/investors/presentations/
Seems like MCP and LYC had major cost overruns, so I'm not sure why Avalon would get it right. Appears they need to raise a minimum of 2 billion CAD to be on budget. Sounds hard in this environment.
The MCP earnings just reinforce this isn't an easy field to enter and that all this talk about other REE facilities coming online soon could be nothing more than talk.
